Assistant Manager - Forest and Wildlife

Position Summary

Drive timely Forest, Wildlife, Environment and CRZ clearances through robust planning, regulatory compliance and end-to-end proposal management. Ensure quality and First Time Right submissions on PARIVESH, while proactively addressing clearance risks and approval bottlenecks. Build strong coordination with government authorities, project teams and agencies to accelerate approvals and working permissions. Support bidding and project execution through risk assessment, stakeholder mapping, budgeting and clearance strategy.

Key Accountabilities / Responsibilities

Planning:

• Create customized accelerated plan for each project for obtaining Environment, Forest, and Wildlife (F&WL) clearance to ensure on-time project delivery.
• Planning of budget to maintain Cost efficiency.
• Cross functional coordination

Execution:

• Provide technical support across the Project, supporting Forest and Wildlife team by ensuring robust execution of end-end process as per guidelines for timely availability of Forest & Wildlife Clearances as well as Working Permission by achieving First Time Right (FTR).
• Ensure strict Environment, Forest and Wildlife compliance of states and MoEF&CC.
• Explore and identify other levers to crunch timelines. For example - pro-active alignment with forest officials and outsourcing agencies, wherever required to expedite work in case of bandwidth shortage.
• Strengthen communication strategy by close co-ordination with the Forest officials at different levels for timely and speedy processing of proposals.
• Candidate should be well conversant about Rules, Regulations, and process to obtain Environment, Forest, Wildlife and CRZ clearances.
• Should be well conversant about bidding process i.e., Area assessment, budget preparation, risk assessment, stakeholder mapping etc w.r.t Forest & Wildlife proposals for linear projects.
• Should be well conversant about preparation and submission of the Environment, Forest & Wildlife proposals on PARIVESH. 

Monitoring:

• Quality checks of Forest & Wildlife proposals before each submission to ensure all requirements for proposals have been fulfilled to achieve first time right.
• Support COE cell to Develop and Review the Environment, Forest and Wildlife Plans, Policies and Legal Frameworks. Planning:
• Create customized accelerated plan for each project for obtaining Environment, Forest, and Wildlife (F&WL) clearance to ensure on-time project delivery.
• Planning of budget to maintain Cost efficiency.
• Cross functional coordination

Critical Success Factors - Essential

• Achievement of Forest, Wildlife, Environment & CRZ clearances within planned timelines
• First Time Right (FTR) preparation and submission of proposals with adherence to regulatory requirements
• Effective tracking and timely resolution of clearance bottlenecks, queries and approval dependencies
• Strong coordination with Forest/Wildlife authorities, project teams and external agencies
• Accurate assessment of clearance risks, timelines and budgets during bidding and project planning

Critical Success Factors - Desirable

• Demonstrated ability to accelerate critical clearances and optimize approval timelines
• Proactive engagement with authorities to anticipate and resolve regulatory challenges
• Experience in managing Forest & Wildlife clearances across multiple projects/states
• Ability to identify cost and timeline optimization opportunities without compromising compliance
• Strong working knowledge of PARIVESH, AutoCAD and ArcGIS for clearance proposal management
