Assistant Manager - Cost Excellence

Purpose of Role

Assistant Manager - Cost Excellence owns the cost and cashflow integrity of assigned TBCB projects from award to COD. The role protects bid margins and project IRR by setting a robust Control Budget, tracking EAC and commitments, and forecasting cashflow that lenders and leadership can rely on.

Key Accountabilities / Responsibilities

Processes & Governance

• Develop and maintain cost control procedures, templates and delegation-of-authority checks.
• Standardize WBS and cost codes across projects, aligned to SAP PS/MM and the TBCB bid cost structure.
• Run the monthly cost review cycle (budget vs. actual, EAC, variance analysis, corrective actions) and drive automation and dashboarding in Power BI / Excel.

Budgeting & Cost Planning

• Build the Control Budget at project award from drawings, specifications, BOQs, and EPC and supply contracts, and reconcile it to the bid cost.
• Prepare the cost control plan with contingency, escalation (PV) and risk allowances.
• Maintain EAC through quantity variations, route changes, RoW and forest/crop compensation, and change orders.

Cashflow Planning & Control

• Convert L1/L2 schedules and contract payment terms into monthly cashflow and S-curves, and track commitments, invoices and disbursements against plan.
• Support lender drawdowns, LIE reviews and equity/debt phasing with accurate forecasts.
• Maintain CWIP and IDC computations and support capitalization at COD.

Contract & Change Control

• Evaluate variations, claims and LD exposure under EPC contracts, and compute PV impacts using contract formulae and published indices (e.g., IEEMA).
• Prepare cost impact for change-in-law and Force Majeure claims under the TSA with supporting data.
• Close out project costs and capture lessons learned at COD.

Critical Success Factors - Essential

• Hands-on Control Budget, EAC and cashflow ownership for at least one project of ₹500 Cr+ value
• Working knowledge of TBCB model, TSA and EPC contract mechanics (PV, LDs, change-in-law, Force Majeure)
• Advanced Excel modelling and Power BI

Critical Success Factors - Desirable

• Working knowledge of SAP PS/MM
• Experience supporting lender drawdowns and LIE reviews
• Experience in CWIP and IDC computation and capitalization at COD
• Experience computing price variation using published indices (e.g., IEEMA)
