Position Title

Manager - ROW

Position Summary

Lead the end-to-end management of Right of Way (ROW) across transmission projects, ensuring timely resolution of critical ROW constraints to enable project delivery within agreed timelines and budgets. Drive engagement with District Administration and relevant authorities for ROW clearances, land compensation and legal matters, while ensuring compliance with national and multilateral requirements. Monitor ROW performance, costs and risks, and drive mitigation and improvement initiatives to strengthen overall project execution.

Key Accountabilities / Responsibilities

  1. ROW Management & Resolution: Lead overall monitoring and resolution of ROW issues, prioritizing cases based on severity, project impact and execution criticality.

  2. ROW Clearances: Drive timely ROW clearances to ensure uninterrupted project execution and achievement of project milestones within planned timelines and budgets.

  3. Administration & Stakeholder Management: Engage with District Administration, Revenue Authorities and other relevant stakeholders for resolution of critical ROW issues and project dependencies.

  4. Land Compensation: Facilitate and secure necessary orders from District Administration for land compensation, ensuring timely processing and closure of compensation-related matters.

  5. Legal & Documentation Management: Manage ROW-related legal matters and ensure complete, accurate and timely documentation of cases, approvals, compensation and resolutions.

  6. Compliance Management: Ensure ROW processes and practices comply with applicable national and multilateral requirements, policies and project commitments.

  7. Cost & Budget Management: Drive cost efficiency, ROW budget planning and asset management, ensuring ROW-related expenditures remain within approved parameters.

  8. Risk Identification & Mitigation: Proactively identify critical ROW risks and potential bottlenecks, assess their impact on project execution and drive appropriate mitigation and escalation plans. 

  9. ROW Performance Monitoring: Establish and monitor key ROW performance metrics, track issue ageing and resolution, and provide periodic updates to Project Management and Senior Management.

  10. Cross-functional Coordination: Collaborate closely with Project, EPC, Legal, Finance and other relevant teams to resolve ROW constraints and minimize impact on project execution.

  11. Process Improvement & Benchmarking: Identify opportunities to improve ROW processes, resolution timelines and cost effectiveness, and drive initiatives towards establishing industry-leading ROW practices and benchmarks.

  12. Terrain & Foundation Inputs: Assess terrain conditions and provide survey inputs for benching, revetment, equal/unequal leg configurations and other site-specific requirements.

Critical Success Factors - Essential

  • Strong experience in end-to-end ROW management and resolution for Transmission Line projects 
  • Ability to assess, prioritize and escalate ROW issues based on severity and impact on project milestones 
  • Strong experience in dealing with District Administration, Revenue Authorities, landowners and local stakeholders 

Critical Success Factors - Desirable

  • Experience in managing complex/high-severity ROW issues across multiple projects or geographies 
  • Demonstrated ability to anticipate ROW bottlenecks and implement proactive mitigation before impact on execution 
  • Strong network and ability to effectively engage with senior administrative authorities for resolution of critical cases
